The winner of the VAT fiscal receipt lottery that made the biggest news story was a parish priest from Birkirkara, who won three times in total, of which two wins were in the same month. His total winnings for February were just over €1,500. His previous win was €500 in January. The suggestion is that he receives hundreds of receipts every month, donated to him by his parishioners.
There was only one triple winner, but there were seven ‘double’ winners in the VAT lottery in Malta between the beginning and middle of 2023. The luckiest double-winner was from Nadur. They managed to scoop a little over €14,000 in March. One of their receipts won $10,000 in the Malta VAT lottery. While the other won more than €4,200.
In the same month, the VAT lottery handed over a prize to another multiple winner of just over €700 in the very same draw. Such winnings are not entirely on the scale of the €1.16 million one Maltese couple won, but it must still have been a win to remember for those who enjoy taking part in the VAT lottery.
How Does the Malta VAT Lottery Work?
Malta’s VAT lottery was introduced in the mid-1990s, following the introduction in the country of Value Added Tax. The lottery adopted a straightforward mechanism in which participants have the chance of winning 100 times the amount of the fiscal receipt they submit for the draw.
Participants must send in cash register and manual fiscal receipts for the previous month. They must be received by a specified date and sent by post to the Department of Public Lotto, Fiscal Receipts Lottery, PO Box 288, Valletta. Receipts can also be delivered by hand to the Department of Public Lotto, Triq il-Gvern Lokali, Industrial Zone, Marsa. The telephone numbers for any queries are 21224435 and 21238087.
On the reverse side of each receipt, participants must write their name and surname, ID card number (including the letter), and, if possible, a telephone number. The public can view the drawing of the VAT Receipts Lottery at the Fiscal Receipts Lottery Unit, Industrial Estate, Marsa, MRA 007C.
There is no limit to the number of receipts that can be sent for each draw of the VAT lottery in Malta. In addition, there is no cap on the number of times a participant can win. This has caused some fuelled debate and raised eyebrows, but probably not from those who enjoy participating and winning several times.
Malta VAT Lottery Scandals
The Malta VAT Lottery organisers have received a lot of criticism that the lottery is rigged. The criticism has been fuelled by several instances of people winning multiple times, not just twice or three times.
For example, a 64-year-old woman living in Bormla has had her fiscal receipts drawn among the monthly winners at least 13 times since the beginning of 2021. She won four times in one monthly draw with 3 million receipts and earned almost €2,500 from public funds. Another example of a draw that raises doubts about the fairness of this lottery is highlighted in the VAT lottery results for one particular month. Tickets with the same ID card number were extracted in the same draw four times. Experts say that this would be impossible if the draw were made correctly.
The current Finance Minister, Clyde Caruana, has been questioned about the concerns but has refused to answer questions,.further fuelling doubts about the lottery’s fairness.
